If a business wishes to retain more than 10 spaces in excess of the number permitted under COBRACE 2.3.54, it is required to have a parking impact assessment carried out. This assessment must be carried out independently by a person registered or approved for this purpose, in particular by a parking impact assessment officer or an approved impact assessment officer.
In order to be registered as a parking impact assessor, any natural or legal person must have a thorough knowledge of: mobility AND the socio-economic constraints of businesses, and in particular the knowledge of the parking requirements involved with a company's activities. Knowledge in each field must be demonstrated by: diplomas, training certificates OR practical experience of at least 3 years, evidenced by items such as reports or publications prepared by the applicant for registration.

Order of the Government of the Brussels-Capital Region relating to the registration of holders of orders for the impact assessment, the guidance service, and the officials in charge of control within the meaning of Book 2, Title 3, Chapter 3 of the Brussels Air, Climate and Energy Management Code.
